Freeciv doesn't have very many fictional nations. Is there a reason for this?
When I look at existing nation data I see that there are a number of countries which presumably can't be included for copyright reasons (i.e. hobbit, elvish). This issue wouldn't exist with completely made-up nations. Therefore I would like to know if there is an objection to fictional nations being created when there are no cultural references to make them familiar to people.
I am planning on working on fictional nations from public domain works (such as mythology or books which are out of copyright) but would like to know if I can also just use my imagination.
