Hi everyone, this is my idea for a new government type. I'm planning on making a custom ruleset based on the civ2 one which would allow this form of government (And maybe a few other additions). I'd appreciate suggestions, especially about making it fair or how to go about making it.
One of the few things I don't like about civ2 is that fundamentalism is too powerful. It is, hands down, the best government for fighting wars and consequently it is almost a necessity among warlike players. I think that besides making it a tiny bit weaker, one of the best ways to balance Fundamentalism would be to add another war centered government type. Like this one:

Description: Fascism is a form of totalitarian government based on the belief that individual rights must be subordinate to the advancement of the nation. Under Fascism, a single, charismatic ruler keeps absolute control of the country through intimidation, stirring up fear of foreigners, propaganda, and inspiring a frenzy of nationalism and militarism. However, a significant degree or economic, artistic, and scientific freedom is maintained as long as it serves the needs of the state.
Effects: Fascism experiences a moderate-high level of corruption which increases with distance from the capital. Under Fascism each city can support military units up to it's size for free, after that each additional unit costs 1 production.
- Under Fascism settlers and engineers cost 1 food to support.
- Under fascism the maximum rate taxes/science/luxuries can be set to is 100%.
- Under Fascism unlimited numbers of military units can enforce efficient martial law in a city.
- Under Fascism research toward military technologies happens 25% faster.
- Under Fascism, one citizen becomes unhappy in every city for each 10% over and starting with 30% of the player's army that is within 3 spaces of a friendly city.
- Under Fascism, one citizen in every city becomes unhappy if the player is not at war with at least 50% of all over civs. Two citizens become happy if that condition is met.
- Under Fascism, captured enemy cities may lose from 1-5 population, but if that happens then a free settlers/engineers unit is spawned in the city.
- Under Fascism, cities in Rapture gather resources like Democracies and obtain one additional unit of production wherever at least two are being gathered.
Alright, I think that about covers it. Some of these ideas may be modified or scrapped altogether, but I think they're a good start toward an interesting new government tailor made for warmongering players which is also fairly historically accurate.
